Literates were hired to sort these issues based on their importance and only those above level three are to be placed before Itachi. For this plan to work they had to find people who were educated, but then another problem popped up. Only people from clans were given higher education while common people only received just the basics for living.
Minato proposed a solution to this, that was to start an academy. After every kid goes through Ninja academy, those with aptitude will join Ninja course where they will be trained in both the ways of a Ninja as well as given proper education.
As for those who have no aptitude for being a Ninja, a civilian. They will be placed in the scholar course where they can be educated to become a scholar.
This proposal was accepted very quickly, with wood style users it wasn't hard to construct a building. Until they get graduates from Scholar Academy Minato and Sarutobi with several others who were proficient in handling affairs helped Itachi. They detailed out instructions on how an issue is graded and such.
After one year of hard labour they were liberated when the first batch of scholars came out. Eventhough the number of them weren't that high still their work load was reduced by a large margin. In the coming years it will only get better this was a comfort to them.
