If the author has to use dumb move for the plot to be interesting then than means he isn't skilled enough, and I don't think that's the case of turtleme, he just took the easy way. As you said the interaction with Windsom was a necessary for the plot, but I believe there were other possibilities to obtain the same result without having Eli being the hated Tess, but that probably would have required more thinking...
You can't be saying it resulted to something good when they'll get prisoned. Well it doesn't mean if they Windsom wouldn't have taken them if they didn't use the relic, but perhaps they wouldn't have been all by themselves.

It was definitely selfish of her and Alice and she was wrong when she assumed Arthur couldn't foresee everything. Arthur knew what was coming, that's why he kept his location a secret from everyone. However, this foolish decision was absolute necessary for what resulted from the interaction with Windsom. If it makes the plot a little bit more interesting (albeit annoying at first) I think a dumb move from time to time is fine.
