He had miscalculated the fact that with each level he gained he took less exp by training, he had totally forgotten about that...
It wasn't fixed exp like with the seeds...
After he levelled up to 695 his exp rate went to 1 per 8 seconds, 696 his exp rate went to 1 per 10 seconds, 697 his exp rate went to 1 per 12 seconds, 698 his exp rate went to 1 per 14 seconds and now he got stuck at 699 with his exp rate going from 1 per 16 seconds...
During this time, he had talked about many things with Irene and unfortunately she couldn't send any help to him as she had a few Slayers in her arsenal...
The reason for it was because they were too freaking far...
Thankfully after 5 days, the groups that were sent to gather a few from other settlements returned with a whole group of people that numbered at 200...
Among them, Ryouji found 3 Dragon Slayers... His Exp was now at 20.000/69.900 in order to level up...
After talking with them about their plans and everything they looked at him with awe especially when he helped them regain their human forms...
