They did that because they wanted to have more survivors than corpses and thought it was for the best instead of banding together...
Ryouji was fighting against a few dozens of Dragons and his new two forms actually helped a lot in occupying many that tried to bite the ass of his temporary subordinates...

The Dragons stopped moving as well and even those that were still rushing across the earth heard this roar...
