“If I give him the Dragon’s guts, Altaic will not dare to attack the City of Dawn even with the help of his strong brother.”

Frans knew he could not suppress it, so he did not hide this information. It was better to inform William.
Frans wanted to take back the orichalcum mine. If William could get rid of Altaic or his brother Arles, William would obtain 50% of the orichalcum production. Otherwise, William would only obtain 30% of the orichalcum production.
